Kirsten Krause

Kirsten began working in the ECE field at a before-and-after-school program while attending school in San Diego. After obtaining her bachelor’s degree in Psychology from San Diego State University, she worked with foster youth and young adults with mental health issues.

She joined the SFCS team in 1999 as a Family Services Specialist and has served in many roles such as Subsidy Program Trainer, Subsidy Supervisor, and Subsidy Assistant Manager. In her current role as Family Services Manager, she continues her passion in helping underserved families access critical services to help them be safe, happy, and thrive.

When Kirsten is not working, she is spending time with her husband and two children camping, fishing, and looking for their next adventure.

Board & Management Team : Kay Parkham

Human Resources Manager - Serving since 1983

Kay Parkham

Kay started her career with Solano Family & Children’s Services as the Resource & Referral Manager in 1983. She has worked in several different positions during her time with the agency including positions in Subsidy, Resource & Referrals and the Food Program which led her to her current position of Human Resources Manager.

Kay and her husband of 35 years, enjoy spending time with their 4 adult children and 6 grandchildren. Kay also enjoys reading, gardening, camping, and spending time with her fur babies Chloe (dog) and Bill (cat).

Kay strongly believes in the SFCS mission and that quality child care services are essential for growth in a thriving community and looks forward to continuing to serve the families of Solano County.

Resource and Referral Program Manager - Serving since 1998
Cinda-Rae Clemente

Cinda-Rae began her career by working in the field of disabilities managing residential and day programs, owned a family child care business, coordinated the Solano County Special Needs Family Resource Center, provided parenting and education to parents with disabilities, and managed Head Start Programs prior to Solano Family & Children’s Services. She held Supervisor/Manager positions for 19 years in the Subsidized Child Care Program before transitioning as the Resource and Referral Program Manager in 2015.

Cinda and her husband have two adult daughters. They enjoy making new memories with their children and grandchildren as much as possible. As a parent of a child with developmental and physical disabilities, Cinda has a passion for advocacy. She has testified before the California State Legislature on behalf of families of children and adults with special needs, served on the State Council Area IV Board on Developmental Disabilities, participated in state and local policy changes, and has provided parent-to-parent support to many families navigating the developmental and special education systems.

As the Resource & Referral Program Manager, it is important to her that families have support with finding child care and the resources and supports that meet their needs. She recognizes how essential it is for child care and early care providers to receive ongoing professional development including mentoring and coaching to provide the highest quality care and education possible.

Director of Programs - Serving since 1986
Diana Troche

Diana Troche has been with Solano Family & Children’s Services since 1986, serving families & child care providers in our great community. She is currently the Director of Programs, having worked her way up the ladder from her first role as the agency’s receptionist. She loves her job, as she wholeheartedly believes in the agency’s mission. She absolutely understands that access to quality child care plays a key role in each family’s success, which in turn positively affects the local & national economies. Over the years at SFCS, Diana has been an integral part of our growth and achievements, and she looks forward to seeing the agency reach new heights.

Diana was born in Puerto Rico, raised in Chicago, and has been a resident of Fairfield since 1984. Each of these three places owns a piece of her heart. She is a proud mother of three, and a blessed grandmother of four wonderful children. She enjoys traveling, and from January through April every year, her hobby is completing tax returns for family & friends, as well low-income families as a VITA volunteer.

Board & Management Team : Management Team, Kathy Lago

Executive Director - Serving since 1990

Kathy Lago

Kathy’s Degree in Child Development and Social Work brought her to Solano County to begin her professional career in 1986. She came to Solano Family & Children’s Services in 1990 as an Assistant Coordinator of an Early Intervention Grant assisting child care providers who were serving children with special needs. By 1995 Kathy was promoted to Resource & Referral Program Manager where she developed her knowledge of Solano County and built her collaborative partnerships with other community agencies that serve child care providers, families, and children.

During this time, she and her husband raised two amazing daughters and have 4 awesome grandchildren. In her free time she and her husband enjoy camping with family and friends. In 2016, Kathy was honored to be selected to lead SFCS as the Executive Director. She leads an amazing management team and a growing staff of over 70 hardworking employees who serve the early childhood community and families in need of our resources and support in Solano County.
